I'd like to suggest some things for the forums:

ChatBox.
more Forums & Categories .
RuneLocus Offline/Online statue.
Donation click like the paypal's one.

~ I think that's all what forums needs at the moment.

I like your idea's. I think you should edit your post and try to take out the Chatbox lol. All the other idea's are 10/10.
